[JTND] Rival carriers put off by NTT fee hike

Rivals of telecommunications giant NTT are up in arms over a
government plan to increase in fiscal 2003 and 2004 the fees they pay
the former government monopoly to use its networks.

While the move would increase pressure on the carriers to pass the
burden on to subscribers via higher telephone charges, they would find
it hard to do so as competition with low-cost Internet protocol (IP)
telephony is intensifying.
